They are wasting FIFA's time

Gabon international Daniel Cousin is still waiting for FIFAs decision about his transfer to Fulham which according to Guy Roux shouldn't happen.

Guy Roux is accusing Fulham and Glasgow Rangers of unnecessary wasting of FIFAs time. The English and Scottish club have made an agreement on transfer of Daniel Cousin for 3 milion £. The player have already played for to clubs this season, so FIFA rules forbid him to put on a Fulham jersy this season. The clubs are saying that Cousin only played 20 minutes for Lens before moving to Ibrox, and therefore asking FIFA to make an exception in this case. Guy Roux, former manager of Lens is saying that Cousin played more than just one match for Lens: "It angers me that the clubs are bothering FIFA on this matter. If you ask me both clubs are dumb, and if i'm honest they are just wasting time of international association. Everybody knows that Daniel already played for us and Rangers this season. There is a great modern invention called internet, that can be used to check everything. Daniel came off the bench against Bordeaux and startet the match in Intertoto cup. This makes the case very simple - the transfer should not go throug. I am sorry for the player who got in the middle of this, but rules are quite clear. I don't see why this is considered debatable. I also don't see why FIFA should overlook this case, otherwise why are there rules in the first place?"
